Recently, a brand with established sales was comparing two underwear quotes. One was lower. They asked, “Is the gap reasonable, and how do we know the lower quote is actually the same product?” Ask this before issuing a purchase order—not after customer feedback arrives.
I have owned a factory for 11 years, and I know how easily a spreadsheet creates false confidence. A quote can use the same product name, broad composition label, and similar reference photo while hiding differences in internal materials and assembly work. Some factories genuinely buy better or run more efficiently. You cannot know whether that explains the gap by comparing one total against another.
This applies across period underwear, sport period shorts, incontinence underwear, and period swimwear. The functional result depends on components and construction that are not obvious when a product is laid flat.
Do not ask a factory to defend its total price. Ask it to show you how that price was built.
A lower total quote becomes meaningful only after you can connect the saving to a named component, a defined production step, or a real operational advantage.

Ask both factories to use the same quote template. It is a starting point; adapt it to your product and commercial terms.

This request is not hostile. The goal is not identical cost structures; it is to make every meaningful difference visible before it becomes inventory.
The most useful quote comparison is not “which factory is lower,” but “which cost bucket creates the difference, and what product consequence could follow from it.”
Here is a simple illustrative example. Suppose Factory A’s total quote is 15% below Factory B’s. That number alone supports no conclusion. If the breakdown shows the gap is mainly in cut-and-sew labor, ask whether a sewing operation, reinforcement, bonding step, or inspection activity has been removed. If the gap sits in functional components, ask exactly which sub-component is different and whether it has been validated in the finished garment.
The same approach works when Factory A is higher. A higher material line may reflect a real upgrade—or a specification you do not need. Get a factual explanation in both directions.

Do not let broad answers close the conversation. “Same quality” and “good membrane” are not specifications. A factory need not hand you a confidential supplier price list, but it should identify what it proposes to put into your garment.
Some peers will quote lower by choosing an alternative component that looks close enough in a sample room. That can be acceptable when presented openly and approved by your product team. The problem is an alternative buried in a total quote and later treated as equivalent without evidence.
A garment can carry similar fiber-content language while using different yarn, pads, elastic, film, thread, or bonding inputs that change comfort, protection, and service life.
Composition percentage describes only part of the story. Two outer fabrics can share fiber percentages yet feel different because of yarn, weight, knitting, finishing, or recovery. Two absorbent assemblies can use different pad weights, layer order, coverage, or attachment.

Thread: Lower-cost thread may not show a problem on day one, but seam appearance and strength can change after repeated care cycles.
Elastic: A similar width does not guarantee similar recovery, comfort, or attachment performance. This matters around the waist and leg openings, especially for activewear and swimwear.
Absorbent pad or internal layer: A thinner, smaller, or differently structured component can alter uptake and bulk even when the overall product story sounds similar.
Leak-resistant membrane or film: This can change breathability, noise, flexibility, and how a functional gusset behaves in movement.
Bonding and adhesives: Where these are used, their behavior can affect delamination risk, panel flatness, and feel.
Do not accuse a supplier of substituting. Ask it to identify the material specification, its function, and any change from the reference. Put the answer into your approval record. A commercially attractive substitute can be a deliberate development decision; it should never be an accidental result of accepting a lower total.
For period swimwear, check that water-facing and internal layers remain stable together. For sport period shorts, compare stretch and recovery in movement. For incontinence underwear, examine functional-area comfort and coverage, not only the outer fabric. Isolate the component, understand its job, and test the finished product as worn.
When one factory quotes much less labor, the saving may come from a simpler construction route that reduces time but also changes durability, bulk, fit, or comfort.
Factories can become more efficient through layout, skilled operators, and suitable machines; not every low labor number is a problem.
But labor needs an explanation. Functional garments involve choices about panel count, layer attachment, edge treatment, reinforcement, elastic attachment, and seam finish. Removing a step can save time, but can also create a moving gusset edge, rubbing seam, early stress failure, or unnecessary bulk.
Ask for a simple operation map beside the labor figure: cutting; layer assembly; gusset attachment; panel joins; elastic application; labels; finishing; inspection; packing. Compare it with the physical sample. Promised assembly steps should leave visible seams, joins, treatments, or reinforcement.
Focus on internal work that photos can hide: edge treatment, functional-layer anchoring, stress-point reinforcement, and control of bulk where layers meet. These are not decorative details.
The most reliable way to validate a quote is to reverse-check its material and process claims against units from a small production trial, not against a polished development sample alone.

Inspect the outside, then inspect the inside. Compare fabric hand, thickness, stretch, recovery, seams, elastic, labels, and packaging. If the product has an accessible internal assembly, examine its layers and coverage carefully. For destructive checks, retain agreed samples and document what you open.
Match components to the quote. If the quotation names a specific elastic, membrane, pad construction, or lining, confirm that the trial product reflects the approved specification. Where visual inspection cannot prove the material, ask for the relevant traceability or test documentation.
Match construction to the operation map. Count the functional joins and inspect the seam and edge treatments the factory said were included. A promised step must leave a physical result.
Run matched wear, wash, and functional checks. Use the same internal method for both the reference product and the trial. Watch for changes in fit, comfort, recovery, layer stability, stitching, panel flatness, and the functional behavior relevant to the category.
Record exceptions before approving the next order. A verbal explanation disappears. A comparison record gives both teams a clear basis for correction, re-quotation, or rejection.
A trial unit will not replace formal compliance testing or any validation required for your claims and markets. It does something more basic and immediate: it tells you whether the factory delivered the product you were asked to price.
The commercially safer quote is the one whose materials, construction, quality controls, and assumptions can be verified before you commit meaningful volume.
If one supplier clearly explains its bill of materials, operation sequence, and change-control process, that clarity has value. Vague component names and broad assurances can turn an apparent saving into rework, customer-service pressure, damaged reviews, and another sourcing project.
